Mr. Kellogg has over 20 years of experience working in planning and development. His interest in the built environment led him on a career investigating the land use regulations, financial and economic conditions that shape our neighborhoods. He has assisted communities around the country with market based strategies to revitalize downtowns and build walkable communities. He has managed construction and development projects and commercial real estate. He has shaped business plans, provided business analysis and has launched and managed a retail business with over 40 employees.

Glenn Kellogg


After years of consulting for places around the country, Glenn committed to being active in his own community. 

In 2012, after moving to western New York, Glenn instigated the Rochester Improvement Society: a thinly veiled drinking club that brought together champions of the city. The relationships this built helped connect earnest people and break down silos between organizations. Around the same time he formed Rochester Local Capital to invest in local businesses. And in 2014 he launched Hart’s Local Grocers, downtown’s first full service grocery store in 20 years. In 2015 he supported friends and developers staging Retailent Rochester, a shark-tank storefront business competition with the prize of free rent for a year.

Returning to Washington DC in 2020, Glenn currently serves on the advisory board of his local Main Street.

The fundamental end of our planning efforts is producing change. We use data, analysis and stakeholder engagement to illuminate a path for turning community visions and designs into reality.


Evaluating the cost and impact of public improvements and investments helps inform decisions and support funding. Glenn has experience with successful DOT Grant Benefit-Cost analysis as well as developing Fiscal Impact models for neighborhood plans.

Development Analysis

We evaluate proposed development and determine feasible scenarios for a typical lot or proposed development in each zone. Outline proforma and schematic plans demonstrate the impacts on the site and determine the required parameters for feasible development that meets the goals of the community.


Real Estate Development

Glenn has experience with residential and commercial development, and was a founding board member of the Incremental Development Alliance. He is looking for opportunities to build communities around the end-uses and users of real estate.


Construction Management

Besides managing his own projects, Glenn has experience acting as Client Representative.
